Phil Breeden
Founder | Consumer Advocate | Public Adjuster
Phil Breeden is a nationally respected insurance consumer advocate and the founder of TriStar Claim Partners. With more than three decades of experience standing up for policyholders, Phil has built his career around one simple belief: insurance companies have entire teams working for them—policyholders deserve the same.
Born in Oklahoma City and raised in Pine Bluff, Arkansas, Phil was shaped early by hard work and discipline. He attended Pine Bluff High School before moving to Fayetteville, Arkansas, where he studied Animal Science at the University of Arkansas. After college, Phil moved with his young family to Orange County, California, where he entered the public insurance adjusting field and was formally trained in consumer protection and claims advocacy.
In 1989, Phil returned to Tennessee and made history by becoming the first licensed public insurance adjuster in the state. From that point forward, his calling was clear: to protect homeowners and business owners during some of the most difficult moments of their lives.
Over the years, Phil has earned a reputation for integrity, tenacity, and unwavering commitment to fairness. Today, through TriStar Claim Partners, Phil continues to advocate for clients with clarity, experience, and resolve, ensuring they are treated fairly and receive the full benefits promised under their policies.

Ron Osteen
Senior Advisor | Business Development
Ron Osteen brings decades of relationship-driven sales and business development experience to TriStar. He has spent his career working directly with business owners, executives, and decision-makers, helping them navigate complex decisions and move confidently toward solutions that make sense for their goals.
Ron's strength is his ability to connect quickly and genuinely. He listens first, asks the right questions, and brings clarity to conversations that can otherwise feel overwhelming. Clients appreciate his calm, straightforward approach and his focus on outcomes—not pressure.
Throughout his career, Ron has led national and regional sales initiatives across construction, real estate, SaaS, media, and professional services. His background also includes owning and operating a construction and real estate business, giving him firsthand insight into the realities business owners face every day.
At TriStar, Ron works alongside clients from first conversation through commitment, ensuring they feel informed, supported, and comfortable at every step. His focus is simple: build trust, remove friction, and help clients reach the right decision for their situation.

Dave Crawley
Chief Technology Officer
Dave Crawley is the Chief Technology Officer for TriStar Claim Partners and a Tennessee native with more than 30 years of experience working in and around technology. Dave brings a practical, down-to-earth approach to technology that reflects both his roots and his belief that systems should support people—not the other way around.
Dave began his technology career while serving in the United States Air Force, where he worked as a network administrator supporting critical systems. After his military service, he spent decades helping businesses and organizations of all sizes navigate technology challenges, from everyday IT needs to large, complex network environments with thousands of devices.
At TriStar Claim Partners, Dave's role is to make sure technology quietly does its job so the team can focus on advocating for clients. He works behind the scenes to improve systems, streamline processes, and evaluate tools and vendors with an independent eye. His goal is not to chase trends, but to implement technology that is stable, secure, and appropriate for the work TriStar does.
Outside the office, Dave is a husband, father of five, and proud grandfather of four. Family and community matter deeply to him, and those values carry into his leadership style—steady, approachable, and focused on doing things the right way for the long term.
